Irish Water has pleaded guilty to breaking environmental laws following the discovery of sewage pollution at treatment plants in Dublin, Limerick, Galway and Cork.
People who waste water at home could be fined up to €5,000 if they do not try to cut back, it has been reported.
Europe's environmental watchdogs are taking Ireland to court over the pumping of raw sewage into rivers and the sea.
“Now that we have the infrastructure to read the meters, having an extra 20,000, 30,000 or 40,000 meters is no great burden at all.”
It has been revealed that the cost of billing at Irish Water is €25 million a year.
